Subject: Memorandum.

Respected Sir,

We hereby write this memorandum to bring to your kind attention that Mool Pravah All India Nepali Ekta Samaj Registered (43133/02) is a social organization. Our organization has been operating since 1979 for the rights and social upliftment of Nepali citizens living in India. During the period of establishment, the name of the organization was Akhil Bharat Nepali Ekta Samaj. In the year 1985, the then General Secretary of the organization got involved in anti-organization activities. On this context he was expelled by the second conference of the organization. After being expelled, some of his colleagues started another organization with the same name i.e Akhil Bharat Nepali Ekta Samaj (which was later lead by Ram Prasad Sharma (President) and Raju Nepali (General Secretary). Due to the anti-social activities of the said organization, a situation of confusion started arising between the common people and the administration. Therefore, in the fifth All India Conference held in the year 2002, for a different identity, we named the organization as ‘Mool Pravah Akhil Bharat Nepali Ekta Samaj’ and since then we have been conducting social activities under the same name.

We would like to draw your kind attention to the following issue:

  1. There has been friendship between Nepal and India since ancient times. There has also been traffic in it for religious pilgrimages and events. For this reason, on the basis of religious beliefs, monasteries, temples, shrines etc. of various Gods and Goddesses are established at various places in both the countries.
  2. With the passage of time, the boundaries of both the countries were determined and rules and regulations were also made for movement. Along with this, various treaty agreements were also signed for diplomatic relations between the two. The Treaty of Peace and Friendship was signed between the Governments of India and Nepal on July 31, 1950. This further strengthened Nepal-India relations.
  3. According to Article 6 of the Treaty: The Government in power, as a symbol of the neighborly friendship between India and Nepal, shall, as a symbol of the neighborly friendship between India and Nepal, provide national assistance to the citizens of each other in respect of participation in industrial and economic development and in providing development related concessions and contracts. Promises to provide behaviour. According to Article 7 of the Treaty: The Governments of India and Nepal shall grant, on a reciprocal basis, to the citizens of one country the right to reside in the territory of the other country, to own property, to participate in trade and commerce, to travel and of similar nature. Agree to be treated equally in respect of other privileges.
  4. On the basis of the said treaty, many Indian citizens are working in Nepal and Nepali citizens are working in India. Nepalese sacrificed their lives to protect India’s borders. Still serving today. Besides, they are contributing to economic progress by working in development and industrial production in various states. Like an Indian citizen, he can pay direct and indirect taxes according to his economic capacity, tax are also being paid. Therefore, according to the provisions of the treaty, the citizens of Nepal are also entitled to equal opportunities and facilities like the Indian citizens, but the citizens of Nepal living in India are facing discrimination. Our workers are also being harassed unnecessarily by the administration.

Therefore, Sir is requested to take necessary initiatives to provide their rights and social security to the Nepalese citizens living in India, especially the citizens of Nepal living in Nilgiris district, to solve the above-mentioned problems. This will maintain the friendship and trust between the two countries with the government and administration.

Thank you.
